| Article I: |
NAME AND AFFILIATION |
| Section 1. |
|
The name of the Organization shall be The Junior/Community College Student Personnel Association of Texas. |
| |
| Article II: |
PURPOSE |
| Section 1. |
|
To enhance the personal and professional development of junior/community college student development professionals. |
| Section 2. |
|
To initiate professional activities within the state specifically designed for the improvement of student development professionals. |
| Section 3. |
|
To establish and maintain professional standards for student development professionals and service. |
| Section 4. |
|
To provide a resource group of student development professionals from which other professional organizations may obtain information and assistance. |
| Section 5. |
|
To publish pertinent and innovative articles related to student development. |
| Section 6. |
|
To publish research, both individual and institutional, related to student development. |
| Section 7. |
|
To provide a forum for sharing skills and creative/innovative student development programming. |
| Section 8. |
|
To provide support and direction for new professionals in student development. |
| Section 9. |
|
To provide a communications network for student development professionals. |
| |
| Article III: |
MEMBERSHIP |
| Section 1. |
|
Membership shall be open to persons engaged in junior/community college student personnel work and those persons interested in the promotion of junior/community college student personnel work. Membership is contingent upon payment of annual dues to the Treasurer of the Board of Directors of the Association. |
| Section 2. |
|
Members of this Association shall be encouraged to become members of the Texas Counseling Associations (TCA) and its divisions. Membership in this Association shall not restrict membership in any other professional association. |
| Section 3. |
|
Special interest groups originating from within the Association shall operate independently and shall be expected to make provisions for their own source of income and funding. |
| Section 4. |
|
Membership dues shall be determined by the Board of Directors and shall be payable to the Treasurer upon receipt of a dues statement sent prior to the beginning of the Association year, which shall be from September 1 to August 31. Payment of dues places the individual in good standing with the Association. |

| Article IV: |
MEETINGS |
| Section 1. |
|
A statewide conference shall be held annually, the date and location to be determined by the Board of Directors. |
| |
| Article V: |
BOARD OF DIRECTORS |
| Section 1. |
|
The governing body of this Association shall be the Board of Directors. |
| Section 2. |
|
The Board of Directors shall be composed of Association members in good standing who have been elected. |
| Section 3. |
|
Membership on the Board shall be limited to twenty members in good standing including the Officers of the Board. |
| Section 4. |
|
Terms of office shall be limited to four years to begin in January of the year following the annual conference. |
| Section 5. |
|
Election of Board members to fill vacancies shall occur as follows: |
| |
| |
|
a. Members in good standing who seek election to the Board of Directors must submit, in writing, their names along with brief biographical information to the President at least two weeks prior to the annual Association Conference. |
| |
| |
|
b. The five Board members whose term expires at the conclusion of the annual Association Conference may opt to serve a second term. The Board member must notify the President, in writing, two weeks prior to the conference. If the Board member chooses not to serve a sdcond term, he/she should submit one nomination. All nominations, along with brief biological information, must be submitted in writing to the President two weeks prior to the annual Association Conference. Nominations must be a current member in good standing of the Assocation at the time nominated. |

c. Names of all Board candidates shall be presented to the membership at the annual conference. |
| |
| |
|
d. Board members shall be elected by secret ballot of the entire membership. Vacancies shall be filled by those candidates receiving the largest number of votes. |
| |
| |
|
e. Those members elected to the board shall be notified in writing in January by the President of the Board. |
| |
| |
|
f. In case of death, resignation or lapse of membership of a member of the board of Directors, the Executive Committees shall appoint a member(s) of the Association in good standing to serve out the remainder of the unexpired term(s). |
| |
| |
|
g. Should a board member miss three meetings in a row, the President, with the approval of the board, shall appoint a member from the Association in good standing to serve the remainder of the unexpired term(s). |
| |
| Section 6. |
|
All expenditures above those approved in the annual budget must be authorized by the Executive Committee. No member of the Association shall make, in the name of the Association, any expenditure or contact without authorization from the Board of Directors. |
| Section 7. |
|
The board shall meet at least twice a year at a time and location to be determined by the President of the Board. |
| |
| Article VI: |
OFFICERS |
| Section 1. |
|
The immediate past President will be an ex official member of the Executive Committee for one year. |
| Section 2. |
|
Officers shall be members of the Board who have the number of years remaining to serve as the length of the term of office. |
| Section 3. |
|
Each Officer shall serve a term of two years. |
| Section 4. |
|
Officers shall be nominated and elected by the Board at the June business meeting so that a time overlap can occur with current Officers. |
| Section 5. |
|
Newly elected Officers shall assume office at the last Board meeting of the annual conference. |
| Section 6. |
|
Duties: |
| |
| |
|
a. The President of the Board shall be the chief voice of the Association and shall preside at all Board meetings and all Association meeting as necessary. |
| |
| |
|
The President shall have the authority to appoint ad hoc committees and shall report such appointments to the Board and Association by way of the Association Newsletter. |
| |
| |
|
The President shall prepare and present a budget for adoption at each annual meeting of the Board of Directors. |
| |
| |
|
b. The Vice President shall assist the President in carrying out duties related to this office and shall provide leadership for the organization in case of the President's absence or resignation. |
| |
| |
|
This Officer shall also assist in conference planning, coordinate with subcommittees as needed, and be responsible for publishing and distributing the Association Directory. |
| |
| |
|
c. The Secretary of the Board shall keep records of the meetings of the Board and Association. |
| |
| |
|
d. The Treasurer shall be responsible for all financial records of the Association. |
| |
| Article VII: |
COMMITTEES OF THE ASSOCIATION |
| Section 1. |
|
Committees shall be composed of any members in good standing with the Association. |
| Section 2. |
|
Standing Committees of the Association shall be as follows: |
| |
| |
|
a. The program Development Committee shall be responsible for program planning for the annual conference of the Association. |
| |
| |
|
b. The Membership Committee shall seek membership from all eligible persons within the state. |
| |
| |
|
c. The Professional Liaison Committee shall perform services as needed in relation to other professional organizations. |
| |
| |
|
d. The Professional Development Committee shall coordinate all professional development activities of the organization. |
| |
| Article VIII: |
PARLIAMENTARIAN |
| Section 1. |
|
The Parliamentarian, an Association member in good standing, shall be appointed by the President of the Board. |
| Section 2. |
|
The Parliamentarian shall use Robert's Rules of Order, Newly Revised, to govern the proceedings of the Association not otherwise supplied in the Constitution. |
